ABSTRACT:  Collection contains the archives of a district council of the United Electrical, Radio and Machine Workers of America (UE) in the Quad Cities. The records consist of administrative files and general subject files for District Eight and documents from the United Farm Equipment and Metal Workers of America (FE) in the Quad Cities area.  The records include materials from over two dozen locals in UE District Council Eight as well as records from the UE international, other district councils and locals not in District Eight. These files include meeting minutes, financial reports, correspondence, constitutions and by-laws, fliers, contracts, grievances, arbitration proceedings and newspaper clippings. These materials provide information concerning strikes, raiding, red-baiting, labor-management relations, labor legislation and conventions.  

 

HISTORICAL NOTE: The United Electrical and Radio Workers of America was chartered by the Committee for Industrial Organization (CIO) in 1936. At the 1937 UE convention delegates voted to include machinists in the union.  The name of the international was then changed to the United Electrical, Radio and Machine Workers of America in order to reflect this addition.

United Electrical, Radio and Machine Workers of America, District Council Eight was chartered on September 1, 1937.  Local 1102 in St. Louis became the first local in the district. In 1949 the FE, was expelled from the CIO and at that time they opted to merge with the UE.  Success in organizing farm equipment workers in Iowa and Illinois resulted in the growth of District Eight and by the early 1950s the district consisted of approximately thirty local unions representing 22,000 workers.  At this point, the district decided to move its headquarters to Rock Island.  In the late 1940s and early 1950s, UE and FE-UE locals were weakened by constant raids and red-baiting made possible by the Taft-Hartley Act of 1947. During this period, many of the FE-UE locals opted to affiliate with the UAW.  In March of 1955 the district held a special convention and recommended that the UE merge with another international union. District Eight of the UE decided to merge with the International Association of Machinists (IAM) in November 1955. The members believed that this merger would enable the district to bargain more effectively for its members.

 

SCOPE AND CONTENT NOTE: The collection contains mostly records from local unions in the Quad Cities area and district records after the move to Rock Island, IL.  It is particularly rich in the local union records dating from the late 1940s through the mid 1950s.  The records include a fascinating assortment of fliers from various local unions regarding raiding, elections and collective bargaining. The archives also contain broadsides, cartoons, pamphlets and brochures from the international union. The collection does lack documentation of St. Louis area locals and information on District Eight during its years in St. Louis. 

 

The records in this collection reflect the local impact of the national political climate of the time. They reveal the human dimension of the struggles which local unions faced as they confronted the uncertainty and confusion resulting from the red-baiting, raiding and anti-union attitudes which prevailed.  This collection should be studied in conjunction with the significant collection of related oral history interviews in order to obtain a deeper insight and understanding of the local circumstances and personalities that shaped this history.  In particular the correspondence of Don Harris should be considered in conjunction with his two oral history interviews.  A list of related oral history interviews can be found on pages vi and vii.

 

The records contain five series: 

 

Series 1: The first series consists of the administrative records and general subject files of United Electrical, Radio and Machine Workers of America District Council Eight.  These files contain general correspondence as well as the correspondence of several officers and staff members of District Eight including Don Harris and Al Eberhard.   The administrative files also comprise of committee reports, convention materials, meeting minutes and financial reports. Subject files contain information regarding legislation, the International Harvester strike of 1952, various companies, other international unions, Wage Stabilization Board, red-baiting and the House Un-American Activities Committee.

 

Series 2: The second series contains the records of the United Farm Equipment and Metal Workers of America (FE) and consists of documents from FE locals and FE Districts Two and Five.  Very little information about FE District Two and Five exists in the collection. However, there are lists of locals, convention reports and a small amount of correspondence.  The locals’ records contain correspondence, contracts and agreements, contract negotiations, and job classifications.

Series 3: The third series includes information regarding the various locals within the district.  The documents are arranged according to local union number than by company.  The records consist of contracts and agreements, collective bargaining, grievances, financial reports, meeting minutes, company information, fliers, correspondence and lists of officers and members. The files also include information regarding the raiding of the locals by other international unions, strikes, organizing and National Labor Relations Board elections.  Some locals’ records contain Wage Stabilization Board and National War Labor Board materials.

Series 4: This series consists of materials from the international union.  It includes information regarding the GE and Westinghouse Conference Boards, the National Harvester Conference Board and arbitration proceedings of the permanent arbitrator for the UE and the International Harvester Company.  Also included are materials from the 1950, 1951, 1952 and 1953 international conventions of the UE as well as correspondence from the international union officers and staff.  Furthermore, the series contains the cartoons of Fred Wright, miscellaneous publications and pamphlets issued by the international union and news service materials.

 

Series 5: The final series encompasses the files of other district councils and UE local unions that are not a part of District Council Eight.  Records contain correspondence, meeting minutes, fliers and reports of District Councils Three, Four, Five, Six, Seven, Nine and Eleven.  The local unions in this series include FE-UE locals out of the International Harvester Company plants in the Chicago area and UE locals from Westinghouse Electric Company and General Electric Company plants.  These records contain fliers, correspondence and strike information.
